Municipal Trash and Snow Removal Software System for the Washington DC Department of Public Works
Problem
The Washington DC Public Works Department was facing several challenges. The department was
under scrutiny for customer service and the timely pickup and removal of the city’s garbage. In
addition daily garbage collection, the city’s snow removal policies
and procedures were in question. The department had budget overruns and public complaints.
The Public Works department needed an application that would allow the city to better manage
the daily routes to ensure that all customers received proper service. The
nation's capital also needed the ability to schedule other department related activities such as
street sweeping and snow removal. They also needed an application to assist
with managing personnel, vehicles, and overtime costs.
Solution
FMS had experience with municipal services through an earlier engagement
with the City of Indianapolis helping them improve their management to
compete effectively during a privatization effort. FMS created a
solution for the DC government by working with their staff and the
management consultants they hired.
A wide range of manual processes were replaced by our automated software
solution. We helped the client chose a Microsoft-oriented technology for database and development to maximize industry-standard expertise and support. To store the data, Microsoft
SQL Server was chosen.
Using an iterative release approach, we provided the client with high-priority
features quickly, while enhancing the application over time as their needs
evolved.
